A Lapeer County Library Initiative

Evaluation

Meetings with Stakeholders, targeting Lapeer County Government entities, have been held previous to the preparation of this grant. Individual interviews have been held as well as group meetings to discuss the possibilities of information dissemination through the World Wide Web. Individual consultations and Web page development sessions have already taken place. Several Internet and HTML authoring workshops have been held or are scheduled. The Lapeer County Technology Coalition goals have been implemented into this plan and buy-in has been established by several groups already participating in Lapeer County Information Depot We are confident as a result of this process that we are targeting the correct needs highlighted in this project.

The questions we plan to answer in our evaluation are:

The Project Team will monitor our progress by measuring success on a quarterly basis during the life of the project. Using this method, the team will be able to make any necessary adjustments in the execution of the project.

Benchmark 1: By the end of the third month a project facilitator will be hired and six county departments recruited for participation. All software and updates will be purchased and installed, protocols for updating and maintaining information will be in place. The marketing strategy committee will have met and set a schedule.

Benchmark 2: By the end of the six month Listserv, on-line and video conferencing, and on-line help established. Four day-long workshops and four 1/2 workshops will be held. Search for multimedia presentation contracted services will have been started.

Benchmark 3: By the end of the ninth month contracted services for multimedia secured. Marketing plan will be in place. Multimedia upgrades and equipment will be ordered, purchased and installed. HomePages will be mounted.

Benchmark 4: By the end of the twelfth month "Road show" presentations, brochures and press releases will be produced. Six new web sites will be operational. Six presentations will have been made in the community.

The evaluation of Lapeer County Gvoernment On-Line project will be shared with participating entities, the Lapeer County Commissioners, the Mideastern Michigan Library Cooperative members, and the Lapeer Community Support Council. This final report will be available and mounted on the Lapeer County Library HomePage and accessible through Lapeer County Inforamtion Depot . The Library of Michigan will be notified to link to this report through the Michigan Electronic Library. The evaluation of this project will help inform the public libraries and governmental and non-profit entities about future technological advances needed to improve library services. This evaluation will also assist libraries involved in similar civic networking projects regarding the effectiveness of collaboratory efforts and the future direction of electronic informational services and technology to impact individuals in their communities.
